Lester Solin, FAICP, MCP, MBA, is a recognized leader in land use planning with over 4 decades of professional experience. He founded Solin and Associates, Inc. (SAI) in 1981 following 15 years public sector practice. Solin’s public sector planning together with his consultancy has more than 100 Florida local governments and numerous small and large private sector clients. The work of Solin’s firm has been recognized by state and national planning organizations on several occasions. For his distinguished service to the planning profession, Solin was designated as a Fellow of the American Institute of Certified Planners (FAICP) in 1999. Solin’s education includes: University of North Carolina at Chapel Hill (BA), Georgia Tech (MCP), and Florida Institute of Technology (MBA). Solin was a graduate of the inaugural class of the Form Based Code Institute.

Solin was twice elected to the American Institute of Planners of Certified Planners Commission (AICP), the governing body of the practice of professional planning. He served on the AICP Commission for 8 years and is  a past Vice-President  of the Commission and past chair of the Ethics and Professional Practice Committees, respectively. Solin was credited as the principal author of the first Professional Practice Manual approved by the AICP Commission and published by the American Planning Association in 1992.

Lester Solin’s expert opinion is sought by public and private sector clients confronting planning and development dilemmas. He has testified for public and private sector clients regarding issues of entitlements, land use, land use compatibility, plan consistency, and compliance, and other planning issues surrounding development, redevelopment, comprehensive planning, land development codes and community improvement districts. He has testified on planning methodologies and rendered opinions regarding density and intensity, site planning, subdivisions and planned developments, aesthetics, urban form, annexations, community improvement districts, historic districts, overlay districts, conditional uses, variances, special uses, non-conformities, spot zoning and contract zoning. Solin has spoken at national and Florida-based forums on growth management, comprehensive planning, land development codes, zoning, service delivery systems issues, urban service boundaries, and transfer of development rights (TDR). He prepared and successfully defended legal challenges to one of Florida’s first local government urban service boundary delineations and agricultural land protection programs. Solin, his firm and or his clients have received 13 state or national awards for comprehensive plans and land development codes prepared by SAI.
