Les Solin, FAICP, MCP, MBA, Founder and President, Solin and Associates, Inc. (SAI), regularly assists clients on issues underlying planning practice, adaption of public policy and regulatory techniques to advance win-win solutions during challenging times. Solin is recognized as bringing experienced leadership into land use planning projects which he has participated in over the past 4 decades.

In 1981 Solin founded Solin and Associates Inc. following 15 years planning and directing public sector planning programs in Metropolitan Nashville-Davidson County (TN), the North Central Florida Regional Planning Council, and at the City of Vero Beach (FL). Solin’s public and private planning practice embraces planning projects in over 100 Florida cities and counties.

Mr. Solin was elected to the inaugural class of Fellows of the American Institute of Certified Planners (AICP) an honor bestowed upon planners “for distinguished contributions to the profession of planning” in 1999. He was elected to the American Institute of Planners AICP governing board twice, served 8 years and is a past chair of both the Ethics and Professional Practice Committees and was principal author of AICP’s first Professional Practice Manual.

Solin’s firm has prepared over 275 elements for local government Comprehensive Plans and 13 Unified Land Development Codes. Twelve such initiatives have been recognized by state and/or national planning organizations, such as the American Planning Association (APA), the American Society of Consulting Planners, the Florida Planning and Zoning Association, the Florida Chapter of APA, and the former FL. Department of Community Affairs.

Mr. Solin’s expert opinion is sought by public and private sector clients confronting planning and development dilemmas. He has testified regarding land use compatibility, consistency and compliance, as well as entitlements, density and intensity, urban form, urban sprawl, historic districts, overlay districts, conditional uses, adult entertainment, cell towers, “big box” issues, variances, special uses, entitlements, non-conformities, spot zoning and contract zoning.

Les Solin has been a speaker in state and national planning workshops and seminars sponsored by the American Planning Association (APA), FL Planning & Zoning Association, FL Chapter of APA, Florida Society of Professional Engineers, and FL Chamber of Commerce. Solin has addressed contemporary issues confronting growth management, comprehensive planning and regulatory measures including urban service boundaries and transfer of development rights (TDR). Solin prepared the first Martin County (FL) Comprehensive Plan and testified in a successful defense of legal challenges to one of Florida’s first urban service boundary delineations and agricultural land protection programs. Les Solin has performed peer review of State land use policy and facilitated national and statewide workshops for planning and development professionals, as well as local elected and appointed officials.
