Key West Land Development Code (LDC)


Awarded the National Award for “Governmental Sustainable Planning” in
the City of Key West Land Development Code, by the American Society of Consulting Planners. Solin and Associates Inc. (SAI) prepared a complete unified LDC that replaced the City’s former Zoning Code. The LDC introduced contemporary land use controls, historic preservation procedures and criteria, mixed-use districts keyed to distinctive areas of the historic “old town,” implemented the Comprehensive Plan affordable housing program, and created a streamlined comprehensive development review process. The LDC regulated the conversion of housing resources to transient units in order to abate a constrained supply of permanent housing which was intensified by limited land resources and the island’s cyclical economy. The LDC implemented the City’s Comprehensive Plan prepared by SAI which was recognized by the American Society of Consulting Planners with a national award for “Sustainable Planning” and the FL. Chapter of the American Planning Association honored the LDC with an Award of Merit.

Santa Rosa County Land Development Code (LDC) Amendment

Included regulatory measures to prevent military air field and air space encroachment by incompatible development and population concentrations at Whiting Naval Air Station (NAS) and 8 outlying airfields. The LDC amendment prepared by Solin and Associates, Inc (SAI) was designed to implement a Joint Land Use Study (JLUS) and Comprehensive Plan amendment primarily funded through the U.S. Department of Defense. SAI was the subcontractor in charge of the planning on the JLUS project and Hartman & Assoc. Inc. (later bought by Tetra Tech) was the prime contractor. SAI was the prime consultant for the Land Development Code. Tetra Tech was SAI subcontractor for engineering. The amended land development regulations address:

√     Procedures ensuring appropriate input NAS Whiting

The Comprehensive Plan JLUS amendment and LDC amendments implementing the JLUS recommendations were recipients of a 2005 Award for Outstanding Innovation presented by the Florida Planning and Zoning Association.

The Pinecrest Land Development Code

pondPrepared for a newly incorporated Village southwest of Coral Gables and east of Kendall. SAI was commissioned to prepare the Village’s first Comprehensive Plan and a new Land Development. Code to implement the Plan. At the time of its incorporation, the Miami-Dade County Plan and Land Development Code was a controlling force in shaping change within the a low density, virtually built-out Village adjacent to a congested, highly commercialized segment of U.S. Highway 1 serving the Dadeland Regional Mall. A major consideration underlying the Village incorporation was the desire to take control of growth management, retain the distinctive character of the Village, establish a vision for its future and devise a Plan and regulatory devices to effectuate the vision. Solin facilitated a visioning process and coordinated with the Village Council in preparing first Comprehensive Plan and Land Development Code for the newly incorporated Village.
